Course objectives:
|
Aim of this subject is provide to the students necessary qualification for orientation and understanding for basic principles and systems of public utility service, institutes of compensation for damage in public administration, public use, expropriation, other restrictions of property rights, protection of personal data, access to information about public administration activities and basic institutes of European administrative law.

General oral examination of Administrative Law 1, Administrative Law 2, Administrative Law 3 and Administrative Law 4
In accordance with Article 7 (1) of the Code of Study and Examination of the UWB, it is determined that the requirement for obtaining the SP4 course credit is a proper completion of a written test ("paper"). The student applies for the test exclusively through IS/STAG. Four dates for the assessments of study (i.e. for the test) will be published during one academic year. If the student does not successfully pass the test, he/she can take the first resit (if allowed by the academic year schedule). If the student fails the first resit, he/she can take the second resit (if allowed by the academic year schedule).

Content
|
In this course students will be acquainted with the issues of administrative law, which organically round off its four-semester tuition. The issue of the right to information and protection of personal data in the public sector will be discussed from a theoretical point of view as well as its legal regulation. Issues of the e-government or topics related to the public services and the status of civil servants are also parts of this course. Special attention will be paid to the forms of intervention of the public power into the private sphere of the addressees ? in particular the issue of public use, expropriation and other restrictions on property rights in public administration, as well as damages and other detriments in public administration. The course also includes an interpretation of European administrative law, demonstrating for the students the relationship between the national and the European exercise of the public power, respectively the public administration. At the end of the course a brief insight into the selected areas of specialized parts of the administrative law will be taken.
